Articles 85-90, for example, prescribe the extent to which concentration of firrns is premissible. The most delicate problem in this field, obviously, is that of the European company, at which the experts have been working away since 1965.
Transport Poliey On transport policy, says the author, there is little progress to record. Indeed, the 1970 Report of the Commission made no bones about acknowledging that there has been a failure of drive on the part of the authorities concemed and that there was no common transport policy of the six extant to correspond with the avowed purpose of Community integration. The fault lies with the Ministers of Transport of the member States, exhibiting a lack of political determination. The Commission was, as it happens, so perturbed by the attitude of these Ministers that, for the first time in the history of the Community, it took the case to the European Court.
